** I know the ship must have fuel
** I know the FC must be set to RGA
** I also know that the planet does not have to belong to an enemy.  (Be careful not to use RGA against your own planets, unless you really want.)
** Does the ship need have clans onboard?
** Do there have to be colonists or will it work on an unoccupied planet with natives?
